Open Source Driving Europe's Digital Future: Key Insights from the 2024 LF Research Report on European Open Source Trends

As open source technology continues to expand its footprint in Europe, the LF Research "World of Open Source 2024 Europe Spotlight” report has a new name. This year, based on the research findings, we renamed the report “Open Source Maturity in Europe: Milestones, Opportunities, and Pathways in 2024.” While it is still a regional spotlight, the essence of the report through its findings was simply too compelling to leave to the inner pages of the report.

“With open source now at the heart of Europe’s technological ecosystem, this report provides unique and immediately actionable strategic insights for private and public sector actors, as well as individual contributors,” says Gabriele Columbro, Executive Director of Linux Foundation Europe. “The findings reinforce that open source’s value goes way beyond code—it’s an essential pillar supporting Europe’s digital future, social and economic growth.”

 

Key insights from the report include:

  • Confidence in OSS Security Continues to Grow: Trust in open source security reached 76% in 2024, up from 73% in 2023, with organizations increasingly recognizing OSS as more secure than proprietary alternatives.
  • Personal Growth Fuels Contribution: 74% of individual respondents cited learning and personal development as primary motivators for contributing to open source, showcasing the vibrant community of innovators who see open source as a pathway for growth.
  • Sector-Specific Benefits: The report identifies IT (37%), government (36%), and higher education (30%) as the top three sectors poised to gain from further open source investment, with growing recognition of its role in reducing vendor lock-in and enhancing software security.
  • AI Emerges as a Critical Open Source Focus: 43% of respondents highlighted artificial intelligence and machine learning (AI/ML) as areas that would benefit most from open source. As AI continues to grow in prominence, European startups are increasingly seen as global leaders in open source AI development.

Despite its benefits, the public sector’s role in fostering open source adoption remains underdeveloped. Only 30% of public and educational organizations have a formal open source strategy, though 82% of respondents agree that publicly funded software should be open, aligning with the 'public money, public code' principle.

The report also highlights the necessity for long-term investments in open source ecosystems, especially in AI and cybersecurity. As Europe faces increasing regulatory demands—such as those outlined in the Cyber Resilience Act and the EU’s AI Act—the need for open, transparent, and secure development models has never been clearer.
