Exciting News + announcements from LF Europe
- Case Study: PowSyBl - A Community-Led Open Source Project for European Grid Sovereignty
- PowSyBl (Power System Blocks) is an open source library for power system modeling, visualization, and simulation. It enables Transmission System Operators (TSOs), Regional Coordination Centres (RCCs), and other stakeholders to build advanced, customizable grid analysis tools that support Europe’s energy transition.
- Originally developed by RTE and open sourced under LF Energy in 2019, PowSyBl entered its next phase of growth in 2025 by joining Linux Foundation Europe. This move provides the project with a neutral and trusted home that strengthens Europe’s commitment to digital sovereignty, shared governance, and public–private collaboration.

By being hosted under LF Europe, PowSyBl gains greater visibility within EU research and policy frameworks, support for regulatory compliance, and access to broader open source communities working on critical digital infrastructure. The result is a growing, distributed ecosystem where Europe’s grid operators and innovators co-develop open, secure, and sovereign technologies for the energy future.

- LF Europe Member Summit 2025: Ghent, Belgium

- The Linux Foundation Europe Member Summit took place on 28 October in Ghent, bringing together members, policymakers, and industry leaders to align on Europe’s open source strategy.
- Opening remarks by Gabriele Columbro, General Manager of LF Europe, and a conversation with Thomas Dohmke, former GitHub CEO, set the tone for a day centered on collaboration, sovereignty, and industrial innovation.
- Key sessions included the “Open Source Enabling Industrial Innovation” panel featuring Rockwell Automation, Savoir-faire Linux, Lloyds Banking Group, and Etas GmbH, exploring how open collaboration drives modernization across manufacturing, finance, and energy. The Digital Sovereignty track with talks from Sachiko Muto (RISE/OFE) and Sebastian Raible (APELL) highlighted Europe’s growing focus on trust, interoperability, and autonomy in digital infrastructure.
- The day concluded with insights from Mirko Boehm and Gabriele Columbro on LF Europe’s evolving priorities and a community reception that reinforced the summit’s spirit of shared progress.

- LF Europe Roadshow 2025: Ghent, Belgium

- The LF Europe Roadshow took place on 29 October in Ghent, continuing the week’s focus on collaboration and digital sovereignty. This open event brought together developers, policymakers, and open source leaders to explore how Europe’s open source ecosystem can thrive in an evolving regulatory and security landscape.
- Two parallel tracks framed the discussions: Cybersecurity and the Cyber Resilience Act (CRA) and Open Collaboration & Digital Sovereignty.
- Highlights included Greg Kroah-Hartman’s keynote on what the CRA means for developers and maintainers, a CRA Working Session led by experts from Arm, Samsung, and the Confidential Computing Consortium, and Christopher “CRob” Robinson’s session on global cybersecurity strategy.
- The collaboration track featured project updates from NeoNephos, Sylva, RISC-V, OpenInfra, and PowSyBl, alongside talks from Hugging Face, SUSE, and The Linux Foundation Research. A panel on Funding Open Source, moderated by Hilary Carter, addressed sustainable models for Europe’s digital commons, followed by a Digital Sovereignty panel featuring MEP Alexandra Geese, Jutta Horstmann, and Gabriele Columbro.
- By reframing regulation as an enabler rather than a barrier, the Roadshow underscored how open source communities are shaping the policies that shape them building a stronger, more resilient, and more sovereign digital Europe.

- The European Open Source Security Forum: Brussels, Belgium

- The week concluded in Brussels with the European Open Source Security Forum, co-hosted by OpenSSF and the Centre for European Policy Studies (CEPS). This invite-only event brought together policymakers, researchers, and open source security experts to address one of Europe’s most urgent challenges, securing the software that powers our world.
- The day opened with welcoming remarks from Lorenzo Pupillo (CEPS Initiative) and Mirko Boehm (Linux Foundation Europe), setting the tone for a dialogue bridging policy, regulation, and community collaboration. Mirko emphasized the importance of aligning European cybersecurity frameworks with the realities of open source development, ensuring that innovation and compliance advance hand in hand.
- Keynotes from Raluca Stefanuc (European Commission), Kreshnik Rexha (IBM), and Piotr Ciepiela (Ernst & Young) explored how regulation and industry can jointly strengthen Europe’s digital resilience.
- Later in the day, Paula Grzegorzewska (Linux Foundation Europe) presented on open source engagement within the EU’s evolving regulatory landscape, highlighting how foundations serve as bridges between developers, enterprises, and policymakers to drive secure, sustainable collaboration at scale.
- Other highlights included sessions on the Cyber Resilience Act (CRA) and NIS2, an expert panel on quantum security, Felix Reda’s (GitHub) call for an EU Sovereign Tech Fund, and a closing discussion on tackling the global cyber skills gap, featuring Hilary Carter (Linux Foundation Research), Christopher Robinson (Linux Foundation), and Georg Kunz (Ericsson).

Connections on the canal at Linux Foundation Europe Member Summit 2025
ELISA Project
- ELISA Project at the Linux Foundation Europe Member Summit
- We were excited to share that at the Linux Foundation Europe Member Summit, ELISA Project Ambassador Philipp Ahmann (ETAS) presented “Driving Automotive with Open Source: From Compliance to Collaboration.”
- Philipp explored how automakers and suppliers can align safety and security requirements with open collaboration covering practical processes, tooling, and community models that transform compliance evidence into shared engineering momentum.
- He also participated in the Panel Discussion: “Open Source Enabling Industrial Innovation” alongside Paul Brooks (Rockwell Automation), Christophe Villemer (Savoir-faire Linux), and Renzo Cherin (Lloyds Banking Group), moderated by Paula Grzegorzewska (Linux Foundation).

The session brought together representatives from diverse industries — including manufacturing, energy, and finance — to discuss how open source enables them to achieve strategic goals. Each panelist shared insights from their sector, followed by a dynamic discussion on the role of open technologies and collaboration in driving innovation, efficiency, and long-term growth. - ELISA Project Workshop Munich: Nov 18-20,2025

- The ELISA Project will host its next in-person workshop on November 18–20, 2025, co-hosted with Red Hat in Munich, Germany. The event brings together contributors and industry experts to advance safety-critical Linux collaboration.
- The agenda is now live, featuring sessions from Gabriele Paoloni (Red Hat), Kate Stewart (Linux Foundation), Philipp Ahmann (ETAS GmbH), Matthew Weber (Boeing), Nicole Pappler (AlektoMetis), and more covering topics from functional safety to continuous compliance. LF Decentralized Trust
- Survey: DLT Adoption 2025 | The LF Decentralized Trust European Chapter is gathering responses for the second edition of the State of Blockchain report, focused on financial institutions, insurance, and banking. Whether you're exploring DLT or already implementing it, we want to hear from you. Help us capture real-world insights on blockchain adoption, challenges, and ROI across the industry.
- The survey is anonymous, and the final report will be freely available to the community.
- Case study: EU's digital verification platform | The recently published "Establishing a New Foundation for Trust: How Besu Helps Governments Meet Citizen Needs While Rebuilding Credibility” case study from LF Decentralized Trust delves into the development and deployment of European Blockchain Services Infrastructure (EBSI), the secure, trustworthy digital verification infrastructure for Europe.
- Event: Trust Over IP Virtual Symposium | Join us November 19 and 20 to celebrate five years of pioneering open standards for digital trust infrastructure! Hear from leaders as:
- Day 1 features presentations on the dual nature of the ToIP stack, the Trust Spanning Protocol, trust registries, practical zero-knowledge proofs, and real-world implementations in British Columbia and Bhutan.
- Day 2 offers interactive workshops on trust in AI agents, ToIP trust task protocol design, verifiable relationship credentials, eKYC challenges, and decentralized trust networks.

NeoNephos
- Christian Berendt joins the Governing Board | We welcome Christian Berendt, CEO of 23 Technologies, as General Member Representative to the Governing Board! He won the corresponding election for this role which ran from September 18 to September 24. His election represents the first General Member Representative in the Governing Board, which enjoys full voting privileges, is an important step to ensure General Members also have their voices heard with regards to the strategic direction of the foundation.

- New NeoNephos Meeting Series | The IPCEI-CIS Workstream 2 Multi Cluster Kubernetes (MCK) meeting series has been opened up to the NeoNephos community.
- This event occurs on every third Tuesday of the month, with the first talk being held on 21st October from 10:00-11:30 am CEST.

OpenSSF
- A New Course on Secure AI/ML-Driven Software Development | The Open Source Security Foundation (OpenSSF) has announced a new free course, Secure AI/ML-Driven Software Development (LFEL1012). As AI and ML become integral to how the world develops software, this course helps developers use these tools securely while addressing risks such as exposure to untrusted content, access to private data, and external communication. Designed for anyone developing software, it provides a pragmatic approach to using AI responsibly and focuses on real-world application. Learn more.
- From Ghent to Brussels: OpenSSF’s Week of Policy and Security in Europe | At the end of October, OpenSSF joined the Linux Foundation Europe for a landmark week of open source collaboration and cybersecurity discussions in Belgium, spanning the LF Europe Roadshow in Ghent and the European Open Source Security Forum in Brussels.
- During the LF Europe Roadshow, OpenSSF sponsored the Cyber Resilience Act (CRA) in Practice track, bringing developers, policymakers, and community leaders together to collaborate on secure maintenance challenges and explore practical steps toward CRA readiness in 2026. Christopher Robinson (CRob), Chief Security Architect at OpenSSF, delivered his talk “Cybersecurity Strategy in the Face of Global Digital Regulation” and the closing keynote, ensuring the CRA conversation remained central to the Roadshow. By leading the CRA track, OpenSSF helped ensure the open source community drives the conversation on security, regulation, and innovation across Europe.

- The discussions continued in Brussels at the European Open Source Security Forum, co-hosted by OpenSSF and the Centre for European Policy Studies (CEPS). The event featured keynotes from Raluca Stefanuc (European Commission), Kreshnik Rexha (IBM), and Piotr Ciepiela (Ernst & Young), followed by an OpenSSF presentation on “NIS2 + CRA” by Madalin Neag. Later sessions included panels on Europe’s changing regulatory landscape and quantum security, a talk by Paula Grzegorzewska (LF Europe), and a presentation by Felix Reda (GitHub) on the EU Sovereign Tech Fund.
- Christopher Robinson also joined the “No Regulation Without Education” panel alongside Hilary Carter, Michaela Klopstra, and Georg Kunz, addressing the global cyber skills gap in light of the CRA. The day closed with a discussion on Open Source AI featuring Gabriele Columbro (LF Europe), Ben Burtenshaw (Hugging Face), and Anni Lai (Futurewei), followed by closing remarks from Steve Fernandez (OpenSSF).
- Together, these events underscored Europe’s growing leadership in secure open source development connecting policy and practice to build a more resilient digital future.
- OSPOlogyLive: Lyon, France
- OpenSSF will participate in the sixth edition of OSPOlogyLive Europe in Lyon, an event dedicated to helping organizations navigate open source management, strategy, and the operations of Open Source Program Offices (OSPOs) across Europe.
- Hosted by Réseau de Transport d’Électricité and LF Energy, in collaboration with TODO EU Chapter, Linux Foundation Europe, InnerSource Commons, CHAOSS, OpenSSF, CURIOSS, and OpenChain, the event brings together experts shaping the future of open source governance and collaboration.
- OpenSSF’s Madalin Neag, EU Policy Advisor, will present on the OpenSSF Cybersecurity Skills Framework, while Georg Kunz, Open Source Manager at Ericsson, will share a case study on open source supply chain security from Ericsson’s OSPO. Learn more.
PowSyBl
- PowSyBl presented two sessions at the recent LF Energy Summit Europe in Aachen around open source solutions for power grid modeling.

Rise
- The RISE Project sponsored the RISC-V Summit North America this month in California. In addition to providing several talks and a sponsored booth, RISE also helped with RISC-V 101, a half-day educational workshop, and the new co-located Developer Workshops providing hands-on training on actual RISC-V platforms (supplied by DeepComputing).

We also celebrated RISE’s 2nd anniversary - actually 2½ now - and awarded our developer award to RISE developer Ruinland Chuan-Tzu Tsai of Andes who has done so much for RISE and the RISC-V software ecosystem.

- RISE has had a great year so far, but we are not done yet!
Sylva
- Thank you to Julie Borghese, from Orange, for sharing updates on the Sylva Project during the LF Europe Roadshow in Ghent 🇧🇪.
Julie’s session highlighted how Sylva is fostering cross-industry collaboration to deliver a common, scalable, and sustainable cloud infrastructure for the telecom ecosystem.
- The Sylva community recently issued its v1.5 release, which brings new capabilities that strengthen flexibility, interoperability, and resilience across cloud-native telco infrastructures. Learn more here.

- Agentic AI meets Sylva: At Network X 2025, Philippe Ensarguet of Orange showed how integrating AI agents with Sylva MCP, GitLab MCP, and RAG MCP can shift telco ops from rule-based automation to self-optimizing, multi-cloud operations—advancing openness and European digital sovereignty.

- Sylva member, Red Hat, discussed the common goal of helping service providers reduce operational complexity and optimize costs through collaboration. In this new blog post, Red Hat EMEA VP of Telecommunications, Rich Stephens, explains how, with Sylva 1.5, Red Hat OpenShift is a validated option for Sylva deployments.
- Sylva member organization, WhiteStack, just announced the first Sylva Validation Center in the Americas, a testing environment designed to evaluate and certify the compatibility of cloud-native network functions (CNFs) with Sylva’s framework.
- Canonical Kubernetes is now part of Project Sylva’s reference architecture, marking a strategic step toward expanding cloud-native options within European telecommunications infrastructure. This integration strengthens the Sylva ecosystem by offering service providers choice and flexibility in selecting Kubernetes distributions that align with regional and open-source priorities.
Zephyr Project
- The Zephyr Project community continues to grow worldwide with meetups bringing together developers, engineers, and open source enthusiasts to share knowledge and collaborate on embedded software and real-time systems.
- In September, Zephyr hosted two community gatherings in Europe, one at the Faculty of Information Technology, Czech Technical University in Prague, and another at the Microchip office in Garching, Germany. Both events strengthened collaboration and knowledge exchange within the open source community.
